Lordship's Authority to make my decision retrospective in order

that the loss to Mr. Ross of eight dollars per mensen may be

made good.

2. I am also of opinion that the request of Mr. Rose

for an additional sum of $12.50 per mensem (1.0. half of Mr.

Hallifax's lapsing half pay) with compensation thereon cannot be

considered to be otherwise than reasonable, and I have the

honour therefore to repeat the recommendation made in Paragraph

2 of my despatch No. 226 of 6th of last August, as I believe that

Your Lordship's adverse decision may have been based on a mis-

apprehension of the facts.

I have the honour to be,

My Lord

Your Lordship's most obedient,

humble servant,

Are

garch

Governor &c.
